Behind every license is a story—and behind Tree Yute Micro Cultivation is Dawn Baum, whose journey has been built on perseverance, patience, and an unwavering determination to bring her vision to life.
The road to this point has not been easy. From navigating the licensing process and securing a compliant location to building out the facility and meeting the many requirements necessary to reach this stage, Dawn has worked tirelessly to move Tree Yute forward.
Now, after all the hard work and persistence, Tree Yute is almost ready to begin cultivation. 🌱
And while the team may be small—with just Dawn and two other dedicated individuals—their commitment is anything but small. Together, they are working hard behind the scenes, preparing to bring their product to market and turn years of vision and hard work into reality.
As Delaware’s first SEFA grant licensee, Tree Yute’s journey represents more than reaching a business milestone. It is a story of perseverance, opportunity, and continuing to move forward—even when the road is challenging.
The work isn’t over. In many ways, it’s just beginning.

🌱 FROM VISION TO IMPACT: TREE YUTE MICRO CULTIVATION

Today, we’re spotlighting Tree Yute Micro Cultivation and its owner, whose journey is a powerful example of perseverance, resilience, and what can happen when an opportunity is met with determination.
As a Social Equity applicant, the vision for Tree Yute was about more than opening a cannabis business. It was about overcoming barriers, creating generational opportunity, and proving that equitable participation in Delaware’s ma*****na industry is possible.

The journey required patience and persistence. Finding a property that met zoning and regulatory requirements, developing the facility, completing inspections, implementing security measures, and navigating each stage of the licensing process presented challenges along the way. But she continued moving forward—one step at a time.
With support and guidance throughout the regulatory process, and through the opportunity provided by Delaware’s Social Equity Financial Assistance (SEFA) Grant Program, that vision became reality.

Today, Tree Yute has reached active license status and holds the distinction of being Delaware’s FIRST SEFA grant licensee to complete the licensing process and receive SEFA funding. 🎉
For the owner, this milestone represents far more than a license. It represents second chances, opportunity, business ownership, and the possibility of creating a lasting impact for her community.
“My hope is that Tree Yute can serve as an example for others pursuing opportunities through the program and help inspire confidence that these pathways can lead to meaningful success, business ownership, and positive community impact.”

Her story reminds us that the path may not always be easy—but with perseverance, opportunity, and a vision worth pursuing, what once seemed out of reach can become reality.

Delaware Technical Community College is offering two in-depth Cannabis Industry Training courses this fall:
🌿 Cannabis Manufacturing
📅 Mondays | August 31 – December 14, 2026
⏰ 6:00–9:00 p.m.
📚 238 hours | 23.8 CEUs
🌱 Cannabis Cultivation Entrepreneurship
📅 Wednesdays | September 2 – December 16, 2026
⏰ 6:00–9:00 p.m.
📚 230 hours | 23 CEUs
These comprehensive courses cover key areas including regulatory compliance, business operations, licensing requirements, cultivation practices, manufacturing processes, and strategies for operating within Delaware’s regulated ma*****na market.
💼 Tuition: $2,195 per course
The Office of the Ma*****na Commissioner (OMC) will cover tuition costs for eligible Social Equity licensees interested in participating in these courses.

One year after launching Delaware’s regulated adult-use market, we’re celebrating an incredible milestone and the progress made in building this industry from the ground up.
From establishing the Office of the Ma*****na Commissioner to overseeing a safe, responsible, and regulated marketplace, we’ve worked alongside licensees, state partners, and communities to create a strong foundation for Delaware’s cannabis industry.

Delaware’s 153rd General Assembly has concluded, bringing important updates to the state’s ma*****na regulatory framework.
The Office of the Ma*****na Commissioner is preparing to implement new legislation, including:
• ✅ SB 75 – Clarifies statewide standards for local regulation of ma*****na establishments.
• ✅ SB 226 – Expands medical ma*****na access for qualifying terminally ill patients in health care facilities.
• ✅ HB 271 – Clarifies ma*****na establishment spacing requirements for retail licenses.
• ✅ HB 373 – Establishes a regulatory framework for THC-infused beverages.
These legislative updates strengthen Delaware’s ma*****na program by promoting regulatory clarity, public safety, and consumer protections.
