Today marks a major step forward for Delaware utility customers. Governor Matt Meyer signed four critical Energy Consumer Protection bills: HB 233, HB 445, HB 310, and SB 326. Together, these bills protect Delaware families and businesses from rising utility costs, establish a consumer protection cost cap for Delmarva Power, and ensure that large energy users are held accountable for the costs they create.

The new laws will require data centers and other large energy use facilities to pay for their own infrastructure costs, to build or pay for new energy generation, and to cut demand before other customers when there are risks to grid reliability, and will increase transparency and oversight of utilities, rate increases, and electric infrastructure spending.

This is a historic moment for Delaware. With these bills, Delaware will have some of the strongest customer protections in the country when it comes to the impacts of data centers and other large energy users.

DPA is proud to have worked alongside legislators throughout the drafting and legislative process to help move these important protections across the finish line.

Last week’s Delaware Public Service Commission public comment session in PSC Docket No. 25-1555 (Delmarva Power Electric Rate Case) was affected by technical issues that prevented some members of the public from joining the virtual component of the meeting.

The Delaware Public Advocate’s Office requested an additional public comment session so that individuals who were unable to participate because of these issues would have another opportunity to comment.

Yesterday, the Public Advocate’s Office was advised that the Hearing Examiner granted the request. A second public comment session will be scheduled, with details to be announced.

Quick reminder that tonight at 6 p.m. is the Public Service Commission’s public comment session on Delmarva Power’s electric rate case.

We’d like to emphasize this: public comment isn’t about who has the loudest voice. It’s about how many voices show up.

You don’t need to be an expert. You don’t need to understand every part of the rate case. There are no qualifications to speak. If you’re a customer and you have something to say about how these rates affect you or your family, your voice matters.

And participating can be as easy as turning the meeting on while you’re cooking dinner. When you’re ready to comment, use the raise hand function, wait for your turn, and you’ll be called on to speak.

We just ask everyone to be respectful of the Commission, the process, and the other members of the public waiting to comment.
