Today, Kent County Levy Court kicked off our America 250 celebration by closing the Administrative Building for a few hours and bringing employees together for our annual Employee Appreciation Luncheon. We even managed to sneak in a little mandatory training, though thankfully it was the kind without a test at the end.

A huge thank you to the Felton Fire Company for once again serving up a fantastic lunch of burgers, sausages, and the crowd favorite, ice cream. As always, they delivered it all with warmth, kindness, and plenty of smiles.

The Delaware Choral Society added the perfect patriotic touch, filling the Rotunda with music that had toes tapping and spirits high.

Of course, the stars of the day were our employees. Departments embraced the America 250 spirit by transforming their offices into red, white, and blue masterpieces, turning the building into a showcase of patriotic creativity and a little friendly competition.

P.S. If you happen to stop by the building, feel free to cast your completely unofficial vote in our completely unofficial decorating contest. The competition is fierce, the bragging rights are priceless, and at least a few departments are already preparing their victory speeches.

Mother Nature had other plans, but Kent County was not about to let a little rain wash away history.

Just before our Liberty Tree planting was set to begin at Veterans Memorial Park, the skies opened up and sent everyone scrambling for Plan B. Thanks to some quick teamwork, the ceremony was relocated to the Kent County Levy Court Rotunda, where our guest of honor, the Liberty Tree, found itself with a front-row spot indoors.

Levy Court President Joanne Masten, County Administrator Kevin Sipple, and Most Worshipful Richard M. McTheny, Grand Master of the Freemasons of Delaware, shared remarks on the importance of America 250 and the ideals that helped shape our nation. We also proudly recognized the Freemasons of Delaware for their generous donation of both the Liberty Tree and its commemorative plaque.

Adding a little extra colonial flair to the afternoon, Commissioner Jody Sweeney arrived dressed for the occasion in some of his favorite 1776-inspired attire.

While the Liberty Tree may have stayed dry indoors for the ceremony, its permanent home will soon be Veterans Memorial Park, where it will take root as a living tribute to our nation’s 250th anniversary.

When Kent County Public Works hears we need a hole dug, they don’t show up with a shovel. They show up with an excavator.

A big thank you to our Public Works team for making a special trip to the Administrative Complex today to help prepare Veterans Memorial Park for the upcoming Liberty Tree planting. With skill, precision, and some impressive equipment, they made quick work of a job that would have taken the rest of us quite a bit longer.

Their work helps set the stage for an important moment on Tuesday, June 23, at 4:00 p.m., when Kent County will join communities across the nation in planting a Liberty Tree to commemorate America’s 250th anniversary. More than just a tree, the Liberty Tree serves as a living tribute to the ideals of freedom, self-governance, and civic pride that have shaped our nation since its founding.

Located in Veterans Memorial Park, the planting also carries special meaning as we honor the men and women whose service and sacrifice have helped preserve those freedoms for generations.

The hole is ready, the site is taking shape, and we look forward to gathering next week to plant a lasting symbol of our nation’s past, present, and future.

Vice President Robert Scott and Commissioner Terry Pepper were honored to attend the Milford Senior Center’s Semiquincentennial Mural Project Unveiling Celebration on June 18.

As our nation approaches its 250th anniversary, communities across Delaware are finding meaningful ways to reflect on our shared history and the values that continue to unite us. During the event, Commissioner Scott spoke about the significance of America’s upcoming Semiquincentennial and the importance of recognizing and honoring the veterans whose service and sacrifice have helped preserve our nation’s freedoms for generations.

Kent County Levy Court extends its sincere appreciation to Amy Waltz, Executive Director of the Milford Senior Center, for her leadership and dedication in bringing this project to life. We also thank the project sponsors, volunteers, veterans, artists, and community members whose efforts helped make this special celebration possible.

Commissioners Scott and Pepper were especially impressed by the warmth, enthusiasm, and strong sense of community on display throughout the event. From the genuine laughter shared among friends to the pride participants showed in their center and community, it was clear that the Milford Senior Center is a place where meaningful connections are made and celebrated every day.

Kent County Veterans Memorial Park
A descendant of the historic Maryland Liberty Tree will be planted to symbolize freedom and heritage.

🏛️ Special Business Meeting – 7:00 PM
Old State House, Dover
Commissioners will convene in period attire for a commemorative session reflecting Delaware’s founding era.

Clarification on HB 450

There has been some confusion online regarding Kent County’s position on HB 450. To clarify: Kent County Levy Court did not take action on HB 450.

A draft resolution related to HB 450 was discussed during a Workshop session, but it was not advanced for a vote at the Business Meeting. Because no motion was made, the Levy Court did not take an official position on the bill. This reflects the standard process: only items that receive a formal motion and majority vote become official actions of the Levy Court. The minutes of the meeting will record the result of the votes for each considered topic.

These procedures ensure transparency and consistency in how the Levy Court considers and acts on public matters.

Join Kent County Levy Court for a special America 250-themed meeting on Tuesday, June 23, 2026, at 7:00 p.m.

This year's special meeting will be held at one of Delaware's most historic landmarks, the Old State House, located at 25 The Green in Dover.

As our nation approaches its 250th anniversary, we look forward to celebrating our shared history, reflecting on our nation's founding, and honoring the people and events that helped shape America.

🎉 Congratulations to Bill Biddle! 🎉

We are proud to recognize Bill for successfully passing his Wastewater Operator Level II Exam!

This is a significant professional achievement and an important step in his wastewater operations career. Bill is now eligible to apply for his Level II license and will receive his Level II Operator-in-Training (OIT) License. Upon reaching three years of acceptable operating experience on November 18, 2027, he will be awarded his Full Level II Wastewater Operator License.
