The world needs more green investments to save the planet, said Kazakh President Kassym-Jomart Tokayev at a Jan. 16 opening ceremony of the Abu Dhabi Sustainable Week (ADSW) Summit 2023.
Addressing the event participants, Tokayev thanked the President of the United Arab Emirates (UAE) Sheikh Mohamed bin Zayed Al Nahyan for hosting a large-scale international event to address urgent issues at the global level.
According to Tokayev, measures to combat climate change should not be carried out at the expense of development or modernization – these processes should take place simultaneously.
“We hope that the international community will increase its contribution to climate change financing. That is why today’s meeting is so important. Kazakhstan has made long-term commitments to achieve carbon neutrality. In fact, Kazakhstan was one of the first to ratify the Paris Agreement. Following this, the country formulated an ambitious but well-thought-out policy that is aimed at diversifying the economy and promoting renewable energy sources and sustainable technologies,” the President said.
The President spoke about the prospects for the development of renewable and alternative energy in Kazakhstan.

Kazakh President Tokayev Addresses SDGs, Food and Water Security at Voice of Global South Summit - The Astana Times

President Kassym-Jomart Tokayev addressed the need to pursue the Sustainable Development Goals (SDGs), climate change, food and water security in a joint effort with other countries at the Voice of Global South virtual summit on Jan. 13.

As a priority task, President Tokayev called on all countries to focus their efforts on achieving the SDGs.

“Therefore, we consider it important to establish the United Nations (UN) Regional Center on SDGs for Central Asia and Afghanistan in Kazakhstan. Such a center will ensure the most effective coordination of the UN project activities in the region,” said Tokayev.

Representatives of law enforcement provide details on the tragic January events at a parliament hearing

Astana, January 9, 2023 – At a special hearing on January 5, Kazakhstan’s Prosecutor General Berik Asylov, Minister of Internal Affairs Marat Akhmetzhanov, and other heads of law enforcement agencies provided information about the tragic events that took place in January last year to the Mazhilis (lower house of parliament). The hearing marked a one-year anniversary of the disturbances.

Describing what happened during those events, Asylov explained that organised criminal groups hijacked peaceful protests as an attempt at a coup d’état. He further stated that suspected organisers of the disturbances included high-ranking officials and members of organised crime groups. In this regard, former National Security Committee (NSC) Chair Karim Massimov and his former Deputy Anuar Sadykulov are on trial for treason, abuse of power, and actions aimed at violently seizing power, while former NSC Deputy Chair Daulet Yergozhin is on trial for abuse of power and actions aimed at violently seizing power.

The Prosecutor General confirmed that the investigation was nearing completion.

Marat Akhmetzhanov meanwhile informed that the police investigated 4,623 criminal cases related to the January unrest. Most of them are related to crimes of homicide, theft, illegal trafficking of weapons, hooliganism, and intentional damage to other people’s property. He said: “631 defendants have been brought to trial. Of these, 599 persons were convicted, including 455 to restriction of liberty, 132 to imprisonment, six to community service and six to a fine.”

Currently, 127 criminal cases against 315 persons are under investigation. It was also noted that approximately 1,700 people have been brought to criminal responsibility, though over 1,000 fall under the amnesty proposed by President Kassym-Jomart Tokayev for the participants of the January events. Currently, this amnesty has been applied to 1,095 persons. In particular, the courts reduced the terms of punishment for 1,001 convicted of serious crimes.

The Prosecutor General also focused on cases related to torture against the detainees. He informed that 329 criminal cases involving torture have been filed due to citizen complaints. Special prosecutors probed torture cases against 34 police personnel and National Security Committee members. Cases of torture of 27 individuals in Almaty region’s police stations and temporary detention facilities are now in court.

The participants of the special hearing also stated that businesses suffered damage in the amount of 37.5 billion tenge (almost $80 million USD) because of the unrest. Compensation in the amount of 16.7 billion tenge has been paid out to cover the damages.

Kazakhstan’s Prosecutor General Berik Asylov presented a detailed timeline of the January events, summarized the investigation’s findings and provided evidence at a Jan. 5 Mazhilis meeting.
“The January tragedy became an important lesson for all of us. The investigation established a complete timeline of the events and identified key organizers. All the dead and the causes of their death have been identified, and weapons have been found. Torture cases investigations are nearing completion,” Asylov said.

The Prosecutor General’s Office and the Ministry of Internal Affairs filed up to 5,300 criminal cases. Special prosecutors investigated 720 cases and sentenced 25 persons to prison. Eight people were discovered to be followers of dangerous religious movements.

“The fire on the attackers began before the President’s order. Law enforcement has that right by law. At 4 p.m. on Jan. 5, security forces used guns for the first time in combat to repel an attack on the Presidential residence,” Asylov noted.

He reported that 238 people died during the events of last January. Of them, 48 people had a criminal record, 67 were recognized as attackers, and 142 were violators of the state of emergency and the anti-terrorist operation regime. Nineteen law enforcement officers lost their lives trying to stop the protests.

The operation to remove the country’s leaders was carefully planned, said Prosecutor General Berik Asylov during a Jan. 5 Mazhilis meeting on the results of an ongoing investigation into the January events.
“It was an attempted coup. The investigation of the criminal case against the former heads of the National Security Committee (NSC) is top secret. The case contains information relating to foreign policy, counterintelligence, and surveillance. The materials are classified as they contain state secrets. Their disclosure may damage the interests of national security. The criminal case is now under consideration in court,” Asylov stated.
He named the key organizers of the January riots. Former National Security Committee Chair Karim Massimov and his former Deputy Anuar Sadykulov are on trial for treason, abuse of power, and actions aimed at violently seizing power. Former NSC Deputy Chair Daulet Yergozhin is on trial for abuse of power and actions aimed at violently seizing power.
“Another former Deputy Marat Osipov, as well as other heads of NSC departments, are charged with abuse of power. I cannot disclose any further information. Specific details of the conspiracy are classified,” Asylov added.
Former Minister of Defense Murat Bektanov’s case is now being held in military court, according to Asylov. Bektanov is accused of abuse of power committed in combat conditions. The investigation believes that he gave illegal orders and did not take measures to restore constitutional order in the country.
Asylov also noted that at the height of the riots, almost the entire personnel of the NSC departments of Almaty city, as well as the Almaty and Kyzylorda regions, left their stations following Massimov’s orders. The police stations in Almaty and Zhambyl areas were also abandoned at the command of the leadership, allowing protesters to obtain the most dangerous weapons.

The Constitutional Court will play a major role in the national human rights protection system, said President Kassym-Jomart Tokayev during his meeting with the judges, reported the Akorda press service on Jan. 4.

The Constitutional Court started its work on Jan. 1.

Tokayev noted that the country is undergoing comprehensive renewal. The world leaders recognized these processes provided by high-level meetings.

President Kassym-Jomart Tokayev appointed Elvira Azimova as the Chair of the Constitutional Court from Jan. 1, 2023. Azimova previously served as the Commissioner for Human Rights.
The Kazakh Senate unanimously approved the President’s nomination of Azimova at a Dec. 29 meeting of the Senate. The Senate also supported Lastayev’s candidacy.
“Human rights protection is a priority,” said Tokayev. “A life-long moratorium on death penalties was introduced. In addition, the country will toughen the punishment for domestic violence. Judicial reform is based on the rule of law, independence, and fairness of judges. The state has to ensure justice and legal protection. People expect this from us. The state granted the Commissioner for Human Rights a constitutional guarantee and immunity. The law enforcement competence of the Prosecutor General has been strengthened.
The Constitutional Court will start its operations in 2023, which is an important step, according to the President. The court will ensure strict and unswerving observance of the norms of the Constitution. President Tokayev Approves Action Plan to Implement his Election Programme

Astana, November 29, 2022 – President of Kazakhstan Kassym-Jomart Tokayev has signed a decree approving the Action Plan for the implementation of his election program “Fair Kazakhstan – For All and For Everyone. Now and Forever”. The action plan, approved by a presidential Decree No.2 signed immediately after the presidential inauguration on November 26, covers three areas – Just State, Just Economy and Just Society. Its objective is to ensure the effective implementation of reforms aimed at further modernisation of Kazakhstan’s society and state.

The “Just State” section includes political modernisation, which entails conducting parliamentary and maslikhat (local representative body) elections based on the new electoral system, ensuring healthy political competition, and the formation of a mature, responsible electoral culture. In addition, measures include ensuring an efficient state apparatus, an independent court, and protection of the rights of citizens. The latter contains measures to prevent torture, prevent and combat corruption, increase responsibility for household violence. Pursuing a balanced foreign policy is one of the measures in the sphere of state security.

The “Just Economy” section incorporates a fair and predictable economic policy, which involves reducing the shadow economy to the OECD standards, decreasing the share of the state in the economy to 14% by 2025, demonopolisation of the economy, protection of competition, and adoption of a new Tax Code to ensure fair, transparent, predictable taxation. Other areas consist of open transport corridors and logistics, including the development of the Trans-Caspian international route, reliable energy, strong regions and infrastructure, including new housing and roads, as well as new digital opportunities, which comprises the development of Kazakhstan into a digital regional hub.

Deepening of Cooperation with Finland Discussed at Foreign Ministry of Kazakhstan

Astana, November 28, 2022 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Roman Vassilenko met with representatives of the Inter-parliamentary Friendship Group with Central Asia of the Parliament of the Republic of Finland led by the group’s Chair Kimmo Kiljunen.

Symbolically, the Finnish delegation’s visit comes as the first visit of a foreign delegation of this level to Kazakhstan since the inauguration of President Kassym-Jomart Tokayev. Vassilenko informed the delegation about the recently announced key priorities of the Head of State’s new term in office. The meeting was also focused on political and socio-economic reforms in Kazakhstan and the goals of building a fair state, fair economy and fair society.

Discussing bilateral cooperation, the Deputy Minister underlined that contacts between the parliaments make an important contribution and promote political dialogue of the two countries. He noted the effective role of bilateral Inter-governmental Commission on Trade and Economic Cooperation. Its latest regular meeting took place in Helsinki on October 11 this year. Therefore, he called to further strengthen economic, trade and investment cooperation between Kazakhstan and Finland.

On July 6, 2022, Kazakhstan’s capital Nur-Sultan celebrates its 24th anniversary.

Nur-Sultan is located in the heart of Kazakhstan. Its territory exceeds 722 square kilometres and its population is more than one million people.

The city of Nur-Sultan became the capital of Kazakhstan in 1997. Today it is a political, economic, and cultural center of independent Kazakhstan, as well as a major focal point of diplomacy, peace-making and international development.

The new capital has become well-known worldwide and received global recognition. It was proclaimed the “City of Peace” by the UNESCO in 1999.

Over the years, the city of Nur-Sultan has transformed from a small town into a regional economic powerhouse.

Nur-Sultan is a hub for finance, trade and transportation, innovations, green technologies and sustainable development. The capital of Kazakhstan hosted EXPO-2017 on the theme of future energy that attracted participants from around 100 countries, including Finland. Today, the International Center for Green Technologies and Investment Projects is continuing the legacy of EXPO-2017.

In 2010 the capital of Kazakhstan hosted the Summit of the Organisation for Security and Co-operation in Europe (OSCE). Summit’s Declaration put forward a bold vision for the future of Eurasia.

More recently, the city of Nur-Sultan hosted several rounds of meetings of the Astana Process that brings together all the main parties in the Syrian crisis.

In the sphere of ethnic and religious harmony, the capital hosts triannual Congress of the Leaders of World and Traditional Religions that has been recognised as a major international platform for inter-faith dialogue.
